In the final days of World War II, kamikaze pilot Shikishima abandons his mission and lands on a remote island base, claiming a technical defect on his plane. When the base is attacked by Godzilla, almost everyone else dies due to Shikishima's cowardice.

Returning to Tokio, the traumatised pilot finds his home destroyed and his family dead. And while he manages to slowly assemble a life and a new "family", Shikishima is still constantly haunted by feelings of survivor's guilt.

His feelings are given shape by Godzilla who, now even more mutated and even bigger, heads for Tokio with murder and his destruction on his mind. And with Japan destroyed and demilitarized, there is nothing that can stop him.
