New York's CENTRAL PARK is supposed to be a "green lung" for the city. But even beyond that, the park has a multitude of meanings and uses for many New Yorkers. But when the interests of the more wealthy inhabitants clash with those of the commoners, the park administration has to make some difficult calls.
